Desktop Wallpaper Doesn't Load
Desktop wallpaper images have been a staple of the Windows user experience for decades. The first time Windows users could customize their desktop wallpaper can be traced back to one of the earliest iterations of the operating system, with Windows 3.0 back in 1990. However, even something so simple and basic can become a source of issues and minor headaches under certain circumstances.
This article will give you a few things you can try if your Windows wallpaper does not load or show up properly.

Check your personalization settings
Right click on an empty space on your desktop, then select "Personalization" This will bring up a new window and the "Background" tab on the left should be selected by default. Check the dropdown box called "Background" in the center panel of the window. Make sure the selection is not set to "Solid color", as that will replace the usual image or slideshow of images you use as your wallpaper with a solid, static flat single color. That alone might make it seem like there is something wrong with your wallpaper, and the reason may simply be a wrong setting in this dropdown box.

Make sure your Windows is activated
If you are still running Windows 7, and you have not properly activated your copy, you may find the text "This copy of Windows is not genuine" in the bottom right corner of your screen. Once this state has been reached, your wallpaper will be swapped for a solid black color backdrop and you will not be able to change it until you successfully activate your copy of Windows 7.

Re-set the wallpaper again if you used a third-party application
Sometimes third-party image viewers and applications have a built-in option to set whatever image you have open as the desktop wallpaper. In some cases, choosing that option inside the application will not work and you may have to either re-apply the setting or simply navigate to the background personalization screen, as described above, and use the Browse button to locate the image file you want to use as a desktop wallpaper.

Simply try a different wallpaper
You should quickly try setting your desktop wallpaper to one of the default images that come with any version of Windows. If choosing one of the default options works, but your custom image you wanted to use does not, that might mean there is a problem with your file.
Issues that may prevent the file from applying and showing as your desktop wallpaper include file corruption, improper image format and wrong file extension, among others. In this case, simply try finding a new image and then apply that as your wallpaper.
